VILLAGE OF ELLSWORTH COUNCIL MINUTES

REGULAR MEETING

BANKS TOWNSHIP HALL

AUGUST 08, 2005

 

Present: Campbell, M. Drenth, Boss, BJ Peters, and Olach.

Absent:  Skeel, Rasmussen and M. Peters.

Others:  Bob Daunter, Dave and Donna Heeres, and Ed Fralick.      

 

Meeting called to order by Campbell at 7:00 p.m.

1         Motion by Olach/Bj Peters to accept the July 2005 minutes as presented . CARRIED.

 

Public Input:

Departmental Reports:

Police:  Office Daunter gave police report.  Daunter will investigate on speed limit signs in the school zone and to also check  semi's jake braking in the Village limits.   He will find out if this is an ordnance or motor vehicle violation.

Streets:   

D.P.W.   

Committee Reports:

Planning Commission:  Nothing to report

Parks and Recreation:  Wooden Shoe Park has been doing well.

 

Discussion Items:
a.  Charlevoix State Bank: Permits are being applied for.

b.  Main Street Reconstruction:   met with the engineers the July 19.  Will have public meeting                  when plans are completed.

c.  Water Extension south of town on main street.   Cost and Route are being worked on.

d.  Village Web page is up and running. villageofellsworth.com

e.   Extending M 32 from East Jordan (M66) to US 31(Atwood):  This project is being  spearheaded by Tom Mann from Banks Township Board..

 

Action Items                                                                                                                                             2.    Motion by Olach/Boss approve the Cable System Franchise Ordinance  #14 of 2005  with Charter Communication:.  YES:  Boss, Olach, BJ Peters, and Campbell CARRIED   4-0.

 

3.    Motion by  Boss/Olach to make the following budget amendments:

Increase Fund Balance (101-000-40100) $34,000 from 92,000 to 126,000 to reflect the February 28 Audit.

Increase Capital Outlay/Building and Grounds (101-265-97000) $36,000 from $7000 to 43,000 and Decrease Fund Balance (101-000-40100) from 126,000 to 90,000.   CARRIED.  4-0

 

4.       Motion by Boss/Olach to pay the bills. CARRIED.
