VILLAGE OF ELLSWORTH COUNCIL MINUTES

REGULAR MEETING

MAY 8, 2006

 

Present: Campbell, Boss, Bj Peters, M. Peters, Ruis, Olach, and M. Drenth.

Others: Ed Petter, Lester Essenberg, Janice Drost, Jan Olach, Robert Daunter, Thomas Mann, Rick Evens and Jerry Rasmussen.

 

Meeting called to order by President Campbell at 7:10 p.m.

 

  1. Motion by Olach/BJ Peters to accept the April 2006 minutes as presented.   CARRIED

 

Public:

Lester Essenberg: Dust control for High Street and paving of High Street in the future.

Janice Drost: Requested increased Police presence at the Ellsworth Community Park and Sonia Vanniman Memorial Site.  She also wanted to make sure that everyone is aware that she is not personally compensated for the work done tending the flowers.

Jan Olach: Requested that Main Street from Co-op to Church Street be closed for the Pig Roast Parade.

 

  1. Motion by M. Peters/Bj Peters to close Main Street from the four corners to Church Street for the Pig Roast. CARRIED.

 

Jerry Rasmussen: No Comment.

Rick Evens: Presented the Council with information re: a Frisbee Golf Course which could be placed on a portion of the Community Park.

 

Police:  Patrols are being stepped up especially in the park areas.  Many expressed this has

    been received well by the community.

Streets: Tex will be getting dust control soon.  Some discussion re: cost.  We will

     look at cutting back areas to be treated with possibly leaving High Street, Wooden Shoe

    Park and River Park Beach as the only areas treated.

Park: Wooden Shoe Park will be opening up May 12th.

Planning Commission: Updating the Master Plan is near completion.

 

As a result of Doris PearlŐs resignation as the Village Zoning

       Administrator:

 

  1. Motion by Boss/Olach to try and hire the same person that the Township hires as their Zoning Administrator to fill the position of Village Zoning Administrator.  Wages will be pro-rated to the personŐs experience. CARRIED

 

Charlevoix State Bank: May 23rd opening still being planned.

2005-2006 Audit is scheduled for May 15th thru May 18th.

Ellsworth River Park Project:  Material is at the site. Mark Groenink will be doing the

        work.

Communications Tower:  The footings have been poured and the Tower will be going

      up by the end of May.

Main Street Reconstruction Project: The project is scheduled to start the day after Labor Day and be completed by October 31.  The water system extension and updates must be in place before the starting date.

 

  1. Motion by Olach/M. Peters to hire Andrew Ross for summer employment by the Village. CARRIED.

 

  1. Much discussion regarding Memorial Gazebo at the Community Park. Vote tabled to a later meeting.

 

  1. Motion by Ruis/Boss to pay $800.00 to the Township to pay Village portion of the 5 yr. Ambulance Contract with East Jordan Ambulance Service. CARRIED.

 

 

A discussion about who moved the Village Welcome sign on C48. Concern on ownership. Jerry Rasmussen maintains that the signs are his.  It was assumed they were a gift to the village.  Research will be done.

Budget Amendments: None.

 

Arts and Culture Grant Resolution:

  1. Motion by BJ Peters/V. Olach for the Village of Ellsworth to submit to the Rural Arts & Culture Program a grant application requesting $7000.00 for assistance in funding the Main Street Streetscape Enhancement project in conjunction with work that MDOT will be doing. 5 yes/ 0 no. CARRIED.

 

  1. Motion by Olach/BJ Peters to pay (when billed) Maylone Enterprise (or reimburse the Township) $ 175.00 to replace a faulty router used for internet service. CARRIED.

 

  1. Motion by Olach/BJ Peters to pay the bills. CARRIED.

 

 

  1. Motion by Boss /BJ Peters to adjourn. CARRIED.
