Present: Boss, Ruis, Olach, M. Peters, B.J. Peter, J. Skeel and M. Drenth. Absent Campbell.

Meeting called to order by Boss at 7:00 p.m.
Motion by Olach /B.J. Peters to accept the February 2006 minutes as presented with spelling corrections. CARRIED.
Public Input:
Flower Boxes in the Village: Janice Drost, Martha Steel to work with Judy Worgess on planting and maintaining the flower boxes this summer. OK with council.
Dave Heeres: Gave information on putting a Lions Memorial at the Community Park. Short discussion followed
Dave and Donna: Information on a memorial gazebo. Short discussion followed.
Donna Heeres: Banks Township clean up day is May 20th
2. Motion by Ruis/B.J. Peters to give permission to use the village backhoe at Township Clean up day. CARRIED.
Pig Roast is set for June 17th; the committee was asking if it was OK to use the village facilities. OK with council.
Dave Heeres: Water to the new Yettew Cottages: he has permission to boar under the road and will pay all the expenses. Council to review at the next months meeting.

Planning Commission: Working on the Master Plan.
4. Motion Ruis/Skeel to approve the Preliminary Developmental Site Plan for The Ellsworth Community Park Project as presented by UPEA. Yes: 6 No: 0 CARRIED.
5. Motion BJ Peters/Ruis to approve $_390,092 for the total cost of the Ellsworth Community Park Project and up to $140,433 for the Village's share. Yes: 6 No: 0 CARRIED
6. Motion M. Peters/Ruis to approve the Resolution (see attached Resolution) for the Village to apply for the NRTF Grant for the Ellsworth Community Park Project. Yes: 6 No: 0 CARRIED
7. Motion by Olach Second by Skeel to rescind the following
resolution of the February 13, 2006 Minutes: Motion by Olach/Skeel to approve MC Planning and Design
write a grant from Rural Arts and
Culture Program for the new street lamp posts, lights, etc. on Main Street
providing the Grant is at least a 50/50 match. Yes: 6 No: 0 CARRIED.
8. Motion by Olach Second by Skeel to enter into an agreement with MC Planning & Design to assist the Village of Ellsworth with the preparation of a grant application to the Rural Arts and Culture Program, to off set some of the costs associated with the street lights for the downtown streetscape portion of the Main St Reconstruction Project for a total cost not-to-exceed of $1,000. This to include solicitation of community support letters, a pubic meeting- if required by the grant and/or deemed valuable, as well as preparing a draft grant application for Village comment and revisions as appropriate. YES: 6 NO: 0 CARRIED.
9. Motion by BJ Peters/Ruis to pay the bills as presented. CARRIED
10. Motion by Ruis/BJ Peters to adjourn. CARRIED 8.10 P.M.
