Present: Campbell, M. Drenth, Boss, Olach, J. Skeel, Rasmussen, Vollmer and Seese.           

Absent:            None

Others:  Tom Mann Sheri Rhoads, Linda Gallagher and Tim Underwood.

 

 

The Village President opened the public hearing at 7:00 p.m.

The purpose of the hearing was to Consider Granting of Industrial Facilities Exemption Certificate for the Ellsworth Farmers Exchange.

Sheri Rhoads of Northern Lake Economic Alliance presented to the public the Industrial Facilities Exemption Certificate application.

A brief discussion followed with no objection being voiced.

Hearing closed by the Village President Hugh Campbell at 7:10 pm

REGULAR MEETING

OCTOBER 8, 2007

Present: Campbell, M. Drenth, Boss, Olach, J. Skeel, Rasmussen, Vollmer and Seese.

Others:  Tom Mann Sheri Rhoads, Linda Gallagher, Tex Drenth and Tim Underwood.

 

Meeting called to order by President Campbell at 7:11 p.m.

 

1.     Motion by Olach/Rasmussen to accept the September 2007 minutes as presented. CARRIED.  7-0

2.     Motion by Olach/Boss to approve the Resolution granting an Industrial Facilities Exemption Certificate application for the Ellsworth Farmers Exchange.  Yea:  Olach, Boss, Skeel, Rasmussen, Vollmer,  Seese, and Campbell.  Nay:  0       CARRIED 7-0     See Attachment

DPW:

Streets: Jerry Rasmussen will assist Tex Drenth with snow removal this winter

Planning Commission: Will act on PUD application and the Master Plan at ThursdayÕs October 11 meeting..

Parks and Recreation: Tex Drenth has updated and leveled a number of the sites at the Wooden Shoe Campground.

 

3.  Motion by Skeel/Olach to have the camping fees at the Wooden Shoe Park remain the same for the 2008 camping season. CARRIED 7-0

 

4. Motion by Skeel/Rasmussen to have the Halloween Trick or Treat hours from 5p.m. to 8 p.m. Wednesday, October 31st.

Fall Fest is set for October 27th at Banks Township Hall from 1 p.m. to 3 p.m.

 

 

5.  Motion by Rasmussen/Skeel to finance the street lamps through the Charlevoix State Bank and to authorize Hugh Campbell and Hellen Allen to sign the ten (10) year installment agreement. Yea:  Olach, Boss, Skeel, Rasmussen, Vollmer,  Seese, and Campbell.  Nay:  0     CARRIED   7/0.

 

6.  Motion by Boss/Vollmer to approve the resolution accepting the contract with DNR for the Ellsworth Community Park Enhancement Grant. Yea:  Olach, Boss, Skeel, Rasmussen, Vollmer,  Seese, and Campbell.  Nay  0    CARRIED 7/0      See Attachment

 

7. Motion by Skeel/Olach to appropriate up to $1400.00 for trees for Main Street.  CARRIED 7/0

 

Discussion Items:

a.   President discussed meeting with UPEA on a proposal to expand the VillageÕs non motorized pathway.

 

8.  Motion by Olach/Rasmussen to pay the bills.  CARRIED    7-0

 

9.  Motion by Skeel/Vollmer to adjourn CARRIED   7-0     7:50 p.m.
