REGULAR MEETING                                                                                               

APRIL 14, 2008

BANKS TOWNSHIP HALL

 

 

Present: Boss, Olach, Skeel, Rasmussen, Vollmer and M. Drenth.                                                                            Absent:  Campbell, Seese

Others:    Chris Tredway from the Antrim Review. Tom Mann

 

Meeting called to order by Boss at 7:00 p.m.

 

1.     Motion by Olach /Rasmussen to accept the March 2008 minutes as presented. CARRIED. 5-0

 

Streets:  The plow truck is repaired and back in the Village.

Tex Drenth will install new Street signs in the Village with the help of Jerry Rasmussen.

2   Motion by Skeel/Rasmussen to replace the water towers at the dump station (water & sewer) in Wooden Shoe Campground at the est. cost of $300.00 per tower.  CARRIED.

Planning Commission:

3.  Motion by Rasmussen/Olach to reappoint Al Drenth, Larry Essenberg and Al Veenstra to the Planning Commission. CARRIED 5-0

 

4.   Motion by Olach/Rasmussen to accept the budget amendments as presented. CARRIED  5-0

 

GENERAL FUND

Increase Revenue/ Equipment Rental (000-66700) $11,000 from $15,000 to $26,000, Increase Building & Grounds Operating Supplies (265-72700) $4,000 from $8,000 to $12,000, Increase Transfers Out $7000 from $21,000 to $28,000.

 

Increase Interest Income (000-66500) $700 from $1800 to $2500, Increase Public Works/Street Lighting (441-94100) $700 from $12,000 to $12,700.

 

Increase Community Park Project/Professional Services (755-80100) $20,228 from $0 to $20,228, Increase Other Expense (775-97500) $285 from $0 to $285.  Decrease Fund Balance (000-40100) $20,000 from $140,000 to $120,000, Increase Other Income (000-6990) from $0 to $573

 

MAJOR STREET FUND

Increase Transfer In $7000 from $21,000 to $28,000, Increase Signs/Signals Operating Supplies (448-72700) $265 from $300 to $565, Increase Winter Maintenance/Salary & Wages (460-70200) $1200 from $6500 to $7700, Increase Equipment Rental (460-94010) $4000 from $18,000 to $22,000, Increase Fringe Benefits/Social Security  (862-70300) $300 from $600 to $900.

 

 

LOCAL STREET FUND

Increase State Act 51 Distribution (000-54600)  $1661 from $14,000  to $15,661, Increase Signs & Signals/Operating Supplies (448-72700) $13 from $100 to $113, Increase Routine Maintenance/Contracted Services (450-80220) $1581 from $1000 to $2581, Increase Fringe Benefits/Social Security (862-70300) $67 from $300 to $367.

 

 

 

 

5.  Motion by Olach / Vollmer to purchase a 2520 4- wheel drive John Deere Tractor lawn tractor at a cost of    $19,460.73 from Work and Play in Atwood minus a  trade-in of $3,000.00  for the old tractor for a balance of  $16,460.73 to be financed by Charlevoix State Bank and to give Hellen Allen, Clerk authority to sign the installment documents.  CARRIED 5-0.

 

6.  Moved by Vollmer, seconded by  Skeel to adopt RESOLUTION #04-14-08 to support Star Township in opposition of locating a class 1 injection well within their borders, and to offer EllsworthÕs full support to Star Township on this important issue.  3-2   See attachment

 

Tom Mann:  Updated the council on the Breezeway (C-48) between East Jordan and US 31 in Atwood; invited the Council to attend the next meeting on April 18, 2008 at 5:30 p.m. at Banks Township Hall.  He also discussed what is in the works to promote Ellsworth and community and rejuvenate the business district.

 

7.  Motion by Olach to pay the bills. CARRIED  5-0

 

8.  Motion to adjourn by Rasmussen/Olach  8:15 p.m.
